Yes, you need a subscription to the AutoCare vehicle tables (VCdb/PCdb) in order to use AceViewer (https://www.autocare.org/data-and-information/data-standards).
AceViewer is a Windows executable which requires VCdb/PCdb Access databases available on the
local area network.
The annual cost for AceViewer is $1000 and can be used by any number of users at the licensed organization.
